Kuku: Only Northern Leaders Can Stop Boko Haram

Special Adviser to the President on Niger Delta, Hon. Kingsley Kuku, has stated that military option alone could not resolve the problem of insurgency perpetrated by the violent Islamist sect, Boko Haram; arguing that only conciliatory moves by leaders from the North-east could end the reign of terror.
Kuku said insurgency had festered because northern political, religious, traditional, and  opinion leaders, particularly those from the North-east geo-political zone failed to embark on the kind of moves by their compatriots in the Niger Delta region, which brought militancy in the oil-rich area to an end in 2009.

The presidential aide, who spoke in Abuja  at a public policy discourse on resolving the Boko Haram challenge via the adoption of lessons learnt from the resolution of the Niger Delta crisis, said the Niger Delta crisis was resolved through the sincere, committed and fearless participation of leaders  from that region.

Kuku regretted that so far, leaders from the northern part of the country, particularly, the North-east were yet to galvanise themselves and take up the gauntlet that would culminate in bringing the dreaded Boko Haram sect to embrace peace.

Arguing that military option alone may not end the orgy of violence unleashed by the sect, Kuku challenged respected, committed and trusted leaders from the North-east and other parts of the north to rise up, reach out to the insurgents with a view to ending the blood-bath and massive destruction being visited on people and property.

He recalled the roles played by President Goodluck (then vice president) and other notable leaders from the Niger Delta, who risked their lives to reach out to ex-militant leaders, which eventually resulted in the federal government’s Amnesty Programme and the concomitant peace being enjoyed in that region presently.
Kuku, who is also the Chairman of the Presidential Amnesty Programme (PAP) lamented  that  insurgency could engulf  and  destroy the whole country if not checked  urgently.

He stated that the sect was affiliated to ISIS, which was already sponsoring the insurgents, noting that this had led to Nigerians losing the command structure of Boko Haram.

According to him, this international link had culminated in the infiltration of Nigeria by insurgents from the Islamic Maghreb region, adding that this had been  given practical expression by recent arrests of the sect members .

He said all of them who were arrested by the military were of Arab descent, noting that their activities had been massively destructive since they were non-Nigerians.
The presidential aide said the bravery of the Nigerian military had continued to checkmate the rampaging insurgents, who were well-funded and armed from over-running the North-east and the entire country.

The PAP Chairman said the size of the country was a disincentive to the insurgents, noting that for Nigeria’s massive land mass, the insurgents would have wreaked havoc in more communities.

While urging leaders from the northern part of the country to collectively lead a peace initiative to stop insurgency, he also called for support from all Nigerians to overcome the crisis.

IJAW NATIONAL CONGRESS NORTH AMERICA CLEARS THE AIR, DENOUNCES INC PRESIDENT

In a new twist to the lingering crisis in the Ijaw National Congress North America, a US based and registered Pan Ijaw organisation, the Sunny Engi led Interim Executive Committee has cleared the air on the events that transpired the Washington DC Peace Summit and its resolutions.
According to the Press released issued on behalf of the INC-NA Interim Executive Committee by its Organizing/Publicity Secretary Emmanuel Ajih, the earlier circulated resolution by the INC World Wide is false and not a true reflection of what was agreed at the DC Peace Summit.

WASHINGTON DC IJAW PEACE SUMMIT

As you may be aware, on November 2013, the leadership of Ijaw National Congress Yenagoa under the temporary leadership of Charles Ambaowei in its determination to import dysfunction to Ijaw National Congress North America (INCNA) created crisis to divide the Ijaws in North America to advance their agenda by renouncing all affiliation with INCNA. Regrettably, they have successfully achieved their agenda but this time; with the active support of a few Ijaws who are determined to bring back the old Rivers State politics and promote solely Eastern Ijaw agenda.
 
You are also aware that the origin of the crisis was based on a frivolous petition written by one Young Fiabema which was not vetted by Charles Ambaowei/Amagbe Kentebe INC Nigeria. Young Fiabema, who was never an INCNA board member was so determined use his Okrika clan affiliation and claimed closeness to individuals in powerful position in Abuja to forcefully take over INCNA. His co-conspirators in Nigeria, notably Charles Ambaowei and Amagbe Kentebe were more than eager to take his claims of access to power as marching orders re-assign INCNA to Eastern Ijaws under the leadership of Young Fiabema or his surrogates. Thankfully the Hon. Kingsley Kuku’s led Ijaw Peace Summit in Washington DC on September 20th found the petition baseless after subjecting it to rigorous tests and verification. Mr. Young’s baseless petition was rejected on the grounds of it lacking merit by the Ijaw Peace Summit in Washington, DC. 
 
It took the leadership of Hon. Kingsley Kuku to intervene in an attempt to undo immature recklessness demonstrated by Charles Ambaowei/Amagbe Kentebe led INC Nigeria and called for a reconciliation summit in Washington DC on September 20, 2014. We will ever be grateful to Hon. Kingsley Kuku’s good intentions and his commitment to ljaw Nation. Convened Ijaw Peace Summit was a binding arbitration process that all parties agreed to from the onset. Regrettably, Charles Ambaowei/Kentebe INC Nigeria in their cancerous dysfunction, deceitfulness and lunacy rushed to publish resolutions that are totally different from the findings of the Kingsley Kuku chaired Ijaw Peace Summit. 
 
We, the executives of the interim executive council of the INCNA headed by Mr. Sunny Engi went to the reconciliation summit in Washington DC in good faith to achieve peace and unity among Ijaws in North America. We are grateful for the wisdom exhibited by Hon. Kingsley Kuku and the summit participants during the deliberations. The summit arbitration process was considered and unbiased. The panel was able to come up with resolutions that was agreed and accepted by all the factions including the INC Nigeria delegation headed by Amagbe Kentebe and we all celebrated the outcome in Washington, DC before departing for our various destinations. The only reason a communique was not issued in DC was because the summit consensus to provide courtesy notification to the INC Nigeria.
 
To our dismay, a major part of the peace agreement in DC that INC-NAC/INCNA will cease to exist until elections are held was deliberately deleted or replaced by Charles/Amagbe INC Nigeria right after the Peace Summit. Once again, this is a demonstration of hypocrisy and bad faith carried to the peace summit by Ambaowei/Kentebe team of deception. INC Nigeria should know that they do not own a copy right to sowing seeds of confusion, incompetency and backwardness. INCNA is more than capable of coming to Nigeria to create several parallel Ijaw National Congresses to undermine their fraudulent pursuit of using the Ijaw apex organization to acquire personal wealth instead of advancing ljaw nation’s interests. 
 
INCNA is an entity that is incorporated in the greatest country on earth (USA) where things are done correctly and on principle. We cannot allow hypocrisy, deception, incompetence and dysfunction to be imported to America. We will like to make it clear that the INC Nigeria NEC peace resolution as recently published is contrary to the outcome of the Washington Peace Summit chaired by Hon. Kuku. Purported INC Nigeria NEC peace resolution is fraudulent, therefore we reject it in the strongest of terms and will not be party to it. 
 
Here’s the true outcome of the Washington DC Reconciliation Summit.
  1. Dr. Young Fiabema created unnecessary crises in INCNA by writing a factually untrue petition to INC Nigeria. 
  2. INC NEC Should have handle the Dr. Young’s petition maturely by verifying its assertion  before taking rash actions
  3. Sunny Engi should have be more diplomatic with Ambaowei when he demand documents instead of asking him to put his request in writing. Evidence also shown that INC Nigeria was informed of everything about the INCNA restructuring exercise. Sunny cannot be blamed in anyway because everything he was doing was supported by INC Nigeria in writing. Sunny Engi was widely praised at the peace summit.
  4. The Electoral Committee be expanded to 7 person. Sunny Engi is to nominate 2, Young 1 and INC Nigeria1, plus the existing 3.
  5. All interim Officials (INC-NA, INC-NAC) will cease to exist in North America until elections are held for fairness and peace to reign.

Based on INC Nigeria departure from peace summit binding resolutions, INCNA hereby reverts to its pre-summit posture. This means we cease to recognize Charles/Amagbe led INC Nigeria and any agents of confusion they attempt to create in North America. However, we will embrace the path of peace if INC Nigeria and all parties to the DC peace summit revert to what was agreed on September 20, 2014. Is “Izon” still stands for the truth?  We challenge all those who attended the DC peace summit to forcefully come out to condemn this daylight FRAUD by Amagbe Kentebe/Ambaowei led INC.

Nigeria Without Amnesty Programme – By Banji Ojewale

I have often wondered, perhaps like numerous other citizens, how Nigeria would have fared if the violence of the militants in the Niger Delta had not been tamed by the Amnesty initiative of the Federal Government. In the face of the current onslaught of the shadowy Boko Haram sect, how would the country have survived a two-front unconventional war? Fighting the Islamic insurgents alone has exacted a frightening toll capable of destroying an emerging economy.

The ensuing apocalypse if the two were to confront a nation is better left to the imagination of evil minds.

History is replete with the tragedies that befell countries that fought a great war on two fronts. Nazi Germany in 1941 waged such a war and came out battered. While it battled Western Europe, its forces faced the eastern plank of the massive Soviet troops. The two military blocs were too strong for the Germans.

I believe that Nigeria would not have been able to stand the combined assault of Niger Delta militants and Boko Haram; the same way Germany with all its legendary military machine was helpless fighting on two fronts.

Yet little chance was given Nigeria’s Federal Government Amnesty Programme when it was proclaimed on June 25, 2009. It wasn’t only cynics who saw no success for the scheme as they peeped beyond the horizon. Some insiders in government and usually ardent supporters of the central government in Abuja who wouldn’t voice out their reservations held out negative prospects for the plan in private discussions.

Their position was based on a traditional paradigm: in Nigeria long-standing problems such as the challenges of the militants in the Niger Delta don’t go away on their own. We learn to live with them! Any attempt, therefore, to tame them through a piece of legislation wouldn’t work. If they would go away at all it would be through a violent and bloody revolutionary process!

Such critics would then refer you to the old demon in our midst: Corruption. This plague has been our shadow all these decades, going with us everywhere, moving with us into every age, year in year out, and determined to move with us into the future. No act of parliament or decrees of a succession of military rulers have succeeded in boxing the evil into a corner to slay it.

We are not in want, either of anti-graft bureaucracies. Years of the operations of Economic and Financial Crimes Commissions (EFCC), Independent Corrupt Practices and Related Offences Commission (ICPC), Code of Conduct Bureau (CCB) etc appear not to have made any serious dent on corruption. Critics say in view of all these we are going to have a long love affair with what we say we hate, unless a social and political cataclysm occurs to sever us!

These compatriots are simply extrapolating the issues on corruption to make this conclusion: Like corruption like Niger Delta crisis. You would hardly fault them for resorting to settling for such simplistic syllogism if you are like them, confined to looking in only one direction of the matter.

But the trick is to think out of the box. Which is what the authors of Amnesty Programme as a recipe for peace in the Niger Delta did. If the skeptics thought only a revolution could resolve the region’s trouble, then, to be sure we’ve got it, albeit a bloodless and silent one. That’s what the programme has been doing in the past four years of its existence under the Jonathan Administration.

Now, I can produce tomes of incontrovertible evidence to support the claim of success for this Amnesty revolution. But today the most demonstrable development to point at is the clamour nation-wide for an encore of the Amnesty scheme for repenting elements of the Boko Haram sect which has brought social and economic activities to the point of paralysis in the north east of Nigeria. It is a measure of the outstanding showing of the scheme in restoring order to the Niger Delta that the leading lights of the North are fervently pleading with the government of President Goodluck Jonathan to start the process of instituting pardon for the Islamic fundamentalists.
