Imam rapes 22-year-old, shaves hairs in Ogun

An Imam, Rabiu Abdulquadri, has been arrested by the Ogun State Police Command for shaving the pubic hair of a 22-year-old-girl and collecting her nails under the pretext of preparing a favour charm for her.

The Imam was also accused of raping the victim, Elizabeth (pseudonym), in his house in Abule-Ojo, Obafemi Owode Local Government Area, Ogun State

PUNCH Metro learnt that Abduquadri, popularly known as Alfa Cisse, approached the victim, who was returning from her place of work around 8.30pm on December 28.

The Imam was said to have stopped the victim at a roundabout in the Ofada area of the state, claiming he had a vision about her.

He was said to have ordered her to join an on-going prayer in his mosque before he could reveal the vision.

Elizabeth, who claimed she succumbed to Alfa Cisse’s bidding unconsciously, said he took her to his apartment after she dropped her luggage at home.

In the night, the cleric allegedly instructed her to strip herself naked and shaved strands of hair in her head, armpit and private parts, after which he had a carnal knowledge of her.

It was also learnt that he told her to come back for a charm that would bring favour to her the following day.

When our correspondent visited the victim on Wednesday, she said, “He and some clerics prayed for me. In the night, he woke me up, collected my nails, hairs and slept with me not minding my menstrual discharge. He said he would use them to prepare a charm for me to get favour.

“I did not realise what I was doing untill the next day when I returned home and my sister scolded me for not sleeping at home. That was when it occurred to me that I had been used.

“He even demanded more hairs when I got there the following day. Since then, I have been feeling weak and I can’t sleep in the night.”

Elizabeth’s uncle, Mr. Oluwaseun Idowu, said he had spent a lot of money on the victim, whose health reportedly aggravated after the encounter with the cleric.

Idowu said he eventually located the Imam’s house after which policemen from the Owode Police Division arrested him.

PUNCH Metro learnt that Alfa Cisse confessed to the police that he actually took the girl’s pubic hairs, although he denied having sex with her.

The Ogun State Police Public Relations Officer, Muyiwa Adejobi, confirmed the incident.

He said, “The suspect was paraded by the state Commissioner of Police, Ikemefuna Okoye, today (Wednesday).

“He will be charged to court soon.”

The Movement for the Emancipation of the Niger Delta (MEND) has countered the Ijaw Youth Council, the Peoples Democratic Party and other ex-militants in the Niger Delta region over its support for the candidature of the Presidential candidate of the All Progressives Congress (APC), Muhammadu Buhari.

In a release issued today, MEND’s spokesperson “Jomo Gbomo” described the statement credited to Peoples Democratic Party spokesperson, Olisa Metuh, as “callous and irresponsible”. Jomo Gbomo stated that MEND had no relationship with the APC. The militant group also took the leadership of the IYC to the cleaners for describing MEND as a “ghost”.

The release provided a website news link where the IYC priased MEND for observing a ceasefire to show that IYC was just a praise singing organization.

The Movement for the Emancipation of the Niger Delta (MEND) views the recent question and statement credited to the Peoples Democratic Party (PDP) National Publicity Secretary, Olisa Metuh, as very callous and irresponsible. This question: “Explain your connections with MEND”, further confirms and vindicates our views about Goodluck Jonathan, his inept government and the PDP.

MEND strongly denies any links with the All Progressive Congress (APC) and has never been approached for anything, at any point in time, by the party, as pettily alleged by Olisa Metuh.

The Movement for the Emancipation of the Niger Delta (MEND) stands strongly by our endorsement and full support of General Muhammadu Buhari as the man to lead the country out of its present calamitous state in the hands of Goodluck Jonathan.

MEND finds it laughable the recent statement by Mr Eric Omare, the Publicity Secretary of a mere tribal assembly and political praise singers, known as the Ijaw Youth Council, stating that “MEND is a ghost”. We clearly understand their frustrations at our stance as it obviously came as a shock to them.

Attack on APC supporters: Call your men to order, Amaechi tells Jonathan

Rivers State Governor and Director-General of Buhari Presidential Campaign, Chibuike Rotimi Amaechi, yesterday called on President Goodluck Jonathan to call on supporters and members of his party, the PDP, not to unleash violence on APC supporters in Rivers State and across the country.

Amaechi spoke after leading APC presidential candidate, Gen. Muhammadu Buhari and others on a visit to victims of an attack during the Tuesday rally.
Our correspondent who visited the hospital observed the victims being treated for wounds sustained from the attack.

Amaechi said the president, apart from calling his men to order, should also condemn the attack on the APC members by suspected  hoodlums.
He said: “Imagine that the president goes to campaign in Katsina or in Kano and his convoy is attacked, we will condemn it. In the same manner, we expect the president and the Peoples Democratic Party to condemn this violence that has been visited on us by their members and we expect that they should be able to control their members.”

“The president can’t be promising us free, fair and violence-free elections and here we are experiencing violence. What is he expecting us to do?” he said.
Amaechi also called on President Jonathan to provide needed security for all Nigerians, irrespective of party affiliation.
“I have always said that if the state is not able to provide security for individuals, individuals will begin to provide security for themselves and I pray that people don’t begin to provide security for themselves. I pray that all of us will come out and support the state to provide security and the state must be ready to provide that security,” he said.
He  said the state would provide free medical service for victims of the attack and would extend financial support to their families while they are in hospital.
Also speaking, Rivers State APC gubernatorial candidate, Dakuku Peterside, expressed displeasure over the attack. He said the only way for Nigerians to trust President Goodluck Jonathan on his desire for peaceful elections in the country is for him to publicly condemn the attack and ensure they don’t re-occur.

External Reserves Rise Marginally to $34.513b  

Against the belief that the federal government has plundered and almost emptied the foreign reserves, data gathered from the Central Bank of Nigeria (CBN’s) website on Wednesday showed that the foreign reserves have increased slightly to $34.513 billion in the first six days of 2015.

The current value of the reserves represents an increase by $44 million, compared with the $34.495 billion it stood as at December 30, 2014.

The reserves had depreciated by $9.010 billion in 2014.

The central bank relies heavily on the external reserves to support the naira which came under intense pressure as a result of the falling crude oil prices.

Oil prices have fallen by over 50 per cent since the second half of last year.

The significant drop in the reserves had been attributed to the increasing appetite for forex despite the dwindling supply of the United States dollars in the country.

Specifically, the CBN had pointed out that the slide in crude oil prices, which has led to a reduction of earnings to the country has also resulted in the drop of US dollar inflow to Nigeria, adding that the country had spent huge assets from the foreign reserves in ensuring that the official exchange rate was maintained at its previous value of N155/$1.

The naira was recently devalued to $168 to a dollar.

The federal government has therefore faulted increasing allegations in some quarters that the administration of President Goodluck Jonathan has squandered the nation’s foreign reserves and Excess Crude Account (ECA), describing such positions as absolutely untrue.

It said from verifiable facts, it was clear that Nigeria’s reserves were not squandered but used appropriately in the course of normal transactions required for the development of the Nigerian economy.

Allegations that the Jonathan administration has frittered away the reserves and the ECA have been rife by opposition party members and former President Olusegun Obasanjo, among other critics, particularly since the prices of oil began a precipitous journey south.

But in a statement issued yesterday, the Ministry of Finance said it was absolutely untrue that the Jonathan administration had squandered the nation’s reserves, adding that the facts were clear and indisputable.

“At the end of May 2007, Nigeria’s gross reserves stood at $43.13 billion – comprising the CBN’s external reserves of $31.5 billion, $9.43 billion in the Excess Crude Account, and $2.18 billion in Federal Government’s savings. These figures can be independently verified from the CBN’s records. The figure of $67 billion cited in some recent commentary is therefore factually incorrect.

“This statement is issued to, once again, clarify the facts of the recent history and status of Nigeria’s Excess Crude Account and foreign reserves, an issue that is, in this election season, gaining more headline attention. Because of the importance of this key economic indicator, we believe it is important to restate the true position in the interest of the Nigerian public as well as local and international investors.

“It is a misconception to think that reserves are immutable or cast in stone. The reality is that since May 2007, the reserves have fluctuated in line with developments in the international oil market, rising from $43.13 billion at that time, peaking at $62 billion in September 2008 during the Yar’Adua/Jonathan Administration when oil prices reached a peak of $147 per barrel, and falling subsequently to a low of $31.7 billion in September 2011.

“This fall in reserves was largely a result of the vicissitudes of the global economy and oil market which caused the CBN to intervene, using some of the reserves, to defend the value of the naira,” the statement said.

It noted that the ECA is a component of the reserves, which was largely used to cushion the economy at the height of the global financial crisis in 2008-2009, adding that as a result, Nigeria was one of the few countries in the world that did not seek assistance from international financial institutions at that time.

“The fiscal stimulus used to shore up the economy during that period was shared by all 3-tiers of government. Similarly, savings in the ECA were also used to pay for fuel subsidies for the entire nation and that sharing continued after the crisis ended.  Starting in 2012, such payments have been published each time they are made.

“Fourth, It is true the savings in the ECA would now have been higher but for the fact that a number of governors, against strong professional advice, actively kicked against continuous building up of the ECA and, indeed, pushed for its sharing. It is on record that states even took the Federal Government to court on this matter, and the case is still pending at the Supreme Court,” the statement added.

It stressed that it was also worth noting that the Jonathan administration built the first ever Sovereign Wealth Fund (SWF) for the nation in which savings are being made for future generations of Nigerians with  important infrastructure investments being supported.

“It is also a matter of public knowledge that the Fund would have generated more savings and investments if the same sort of opposition that blocked savings in the ECA had also not been at work.

“Furthermore, by common agreement between the FGN and State Governors, in 2009, an amount of about $5.5 billion was drawn from the ECA and used for investment in Independent power projects. Today, various state governments are shareholders in the projects and hold share certificates confirming their stake in the projects.

“On the use of reserves, it is not correct to say that the nation’s external reserves were dipped into or misapplied by the administration. Anyone familiar with foreign reserves management will be aware that the Federal Government cannot dip its hands into the external reserves,” it pointed out.

According to the statement, like in other countries, the management of external reserves is one of the statutory mandates of the Central Bank of Nigeria (CBN), citing Section 2 sub-section (c) of the CBN Act (2007), which states that the apex bank shall “maintain external reserves to safeguard the international value of the legal tender” to defend the value of the naira.

The statement noted that no president has contravened this Act under the democratic dispensation.

“The reserves are also used to settle both public and private sector foreign currency obligations, including the importation of goods such as equipment for power sector. Whenever an agency of government or a private individual/company needs to make a payment in foreign currency (e.g. payment of goods and services, settlement of external debt, etc) it must provide the naira equivalent to the CBN in exchange for the required foreign currency,” it added.

President Jonathan Replies Critics

President Goodluck Jonathan yesterday replied his critics, lashing out at “elder statesmen making provocative statements that could could set the country ablaze”. He called them motor park touts.

Dr. Jonathan did not mention the names of such statesmen.

Former President Olusegun Obasanjo has severally attacked Jonathan’s administration. He, last week, accused the government of squandering Nigeria’s foreign reserves. Former military president Gen. Ibrahim Babangida, in an interview, spoke of corruption, saying compared to what he reads, his regime, which many describe as “very corrupt” was a saint.

Speaking while receiving the Northern Elders Council (NEC) at the Presidential Villa, Jonathan said: “Some people call themselves statesmen but they are not statesmen; they are just ordinary politicians. For you to be a statesman is not because you have occupied a big office before but the question is what are you bringing to bear? Are you building this country? Or are you a part of people who tell lies to destroy this country?”

“To create enmity and make people who ordinarily would have been living together to fight themselves. Are you planning to set the country ablaze because you did not get that particular thing you want?”

He went on: “At the appropriate time, Nigerians will know all of us, even though I know most of you know us but the younger ones do not know. Some people are hiding under some clogs, some big names and creating a lot of problems in this country.”

“Making provocative statements in this country, statements that will set this country ablaze and you tell me you are a senior citizen. You are not a senior citizen you can never be; you are ordinary motor park tout.

“Because if you are a senior citizen you will act like one. It is not because of the offices we occupy is by divine grace and providence that some of us occupy these offices. But what role are you playing to build this country?”

The President noted that without peace and unity, there can never be development.

He said: “I feel sad that our younger ones are beginning to see a Nigeria as if we are so divided. A Nigeria that a Muslim and a Christian cannot sit down together. I was told that even the driver of Tafawa Balewa was a Christian. Our people lived together in those days; why not now that we have even modern ways of life?

“Our children leave us and go abroad, they stay together and do a lot of things together. But when we come back home,  we begin to build walls; this is a southerner, this is a northerner, this is a Muslim, this is a Christian, this is a Yoruba man, this is an Hausa man, this is an Ijaw man, this is a Nupe man. Is that the way we are going to develop our country?”

According to Jonathan, America is great because it is made up of various cultural groups and ethnic lines have been so weakened that people think only about America.

He stressed that citizens of any country that begin to see themselves through their tribal enclaves cannot go anywhere.

His words: “If today I’m sick, if the best doctor that can treat me is from Zamfara or  Enugu or  Ekiti, they will bring that doctor to treat me.  They will not ask if that doctor is an Ijaw man, Ogbia or any other tribe. And until we get to that level where we begin to use people based on their  competences, yes there must be spread in political appointment and so on.”

Jonathan said that Nigeria will begin to develop when there is no discrimination based on primordial privileges.

“And that is what we stand for. I will continue to plead with you because from all of your activities you have been advocating for that,” he told the elders.

He also denied the allegation that he does not like Northerners.

He said: “Some people say Jonathan hates the North. I have heard that statement and I use to ask Namadi Sambo, they say I hate the North, but you are here. I asked the National Security Adviser and my Principal Secretary the same thing. In fact, my Principal Secretary has been my friend since I was the deputy governor. I never knew I was going to come here as Vice President not to talk of President.

“But I have known him since I was the deputy governor of Bayelsa State. My Chief Detail, Yusuf from Borno State has been with me since I was a deputy governor in Yenagoa and I see him as a good person and I have carried him along with me. So I had to ask, how can somebody wake up and say I hate the North?”

He went on: “I used to tell Nigerians I come from the down trodden, what you call the Talakawas; I come from that level ….. And I said the only thing that can liberate an individual or a group of individuals is education. If I did not go to school, I wouldn’t have been here to talk to big people like this.

“If you didn’t go to school, you wouldn’t have spoken the way you spoke; you would have looked for somebody to interpret. This is what I believe; I don’t play politics with it. It has been my policy that I don’t play politics with education.”

“When I came on board  I said even though as a country we have the policy on paper, every state must get a Federal Government university. Out of the 12 federal universities created, nine were in the North while three were in southern Nigeria. The only three states that had no federal university were Bayelsa, Ebonyi and Ekiti.”

“Those who were in charge of the university establishment were not fair. For us to liberate ourselves we must go to school. If I hate the north would I have done that?”

Jonathan added: “We talk about Almajiri’s education; we felt we must change. Luckily, I initiated it but now state governments are keying into it because I know that it was education that liberated me I would have been a local canoe builder like my father and grandfather.”

“But I’m here because of education and I feel if we must liberate Nigerian children whether they are from Zamafara, Bayelsa, Kebbi and Delta they must be educated. I feel we must enter the north by aggression through education,” he said

The President said that he was always sad hearing of school dropouts in the North.

He said: “Today I saw a publication in Daily Trust showing projects that have been awarded by the Federal Government, the ones for the Northeast very small, Southsouth very many. I had to make photocopies and distributed to all the ministers and I asked, is it true this is how projects are skewed by this government because somebody wants to play politics?”

“Because I am a president from the South I have taken all the projects to the South? And I said all the ministers must come up and tell me how the projects are being distributed across the country and if it is skewed, you must tell me why it is so. One of the ministers, the North and she is in charge of water resources, said that publication cannot be true because the Kasambila Dam alone, the value is more than the amount quoted in that paper.”

“This is to show you how mischievous Nigerians are because you want to paint Jonathan bad. All lies that have been told about this  government, I promise you that I am working with your son and I will not cheat any part of this country. ”

“For the people who want to paint us in all kinds of color, we will explain to Nigerians. There are a lot of documentation we will show Nigerians.” he said

The President promised that his administration would not exploit or cheat any part of the country.

NEC Chairman Tanko Yakasai, who led the delegation, said that the Council believes in the peaceful co-existence of the country.
