Thugs disrupt Jonathan’s visit to Edo

It was a show of shame at the Benin Airport Friday, as thugs loyal to the Peoples Democratic Party nearly disrupted President Goodluck Jonathan’s visit to Edo State for the foundation laying ceremony of a $1 billion (about N165 billion) Azura Gas-powered Independent Power Project in the city.

The President’s visit which was to show solidarity with the state government for attracting such a huge investment to the state and the country was however hijacked by hired PDP thugs who stormed the airport in large number, chanting anti-Adams Oshiomhole songs.

The thugs, led by one Shaba, a notorious thug in the state, physically assaulted some senior officials of the state government including the Secretary to the State Government, Prof Julius Ihonvbere, Chief of Staff to the Governor, Hon Patrick Obahiagbon, the Edo State Chairman of the All Progressives Congress (APC), Hon. Anselm Ojezua and some commissioners.

Carrying placards with various inscriptions, the thugs disrupted activities at the airport for several minutes as a combined team of soldiers and policemen had hectic time controlling them.

However, the PDP men who were also at the airport to receive the President including its Chairman in the state, Mr. Dan Orbih, the suspended Deputy Speaker of the state’s Assembly, Mr. Fstus Ebea, and Pastor Osagie Ize-Iyamu, among others were left untouched and did nothing to bring the thugs to order.

Soldiers were mobilized from an Air Force Base nearby and they quickly took charge, dispersing the unruly thugs from the airport before the President’s plane touched down at 10:42am.

The President was received at the airport by Governor Oshiomhole and they both flew in the President’s helicopter to the venue of the foundation-laying ceremony.

Corruption in NNPC Undermining States’ Revenue, Says Amaechi

Rivers State Governor, Hon. Chibuike Amaechi, has said the level of corruption at the Nigerian National Petroleum Corporation (NNPC) was the cause of the dwindling resources of state governments in the country.

Amaechi spoke yesterday in a live radio special interview programme on Radio Rivers monitored in Port Harcourt.

He alleged that there was ongoing stealing of public funds from the coffers of the NNPC, stating that corruption rather than oil theft was the reason for the shortfall in revenue.

Amaechi said: “The fact that our oil wells have been given to Bayelsa, in Soku and Abia, in Etche, it will naturally bring down our revenue. But beyond that is the fact the stealing going on in NNPC. The president is talking about oil theft; what quantity of oil can they steal that will bring down revenue from N25 billion to N12 billion? So, the stealing is more in NNPC.

“This magazine, Forbes rated our president as the sixth richest President in Africa and he is denying it. Forbes is not a gossip magazine, it is what they see that they present to the public. This is the first time someone is denying his ranking in the magazine. People are saying I am abusing the president, I have never abused him. The only thing is that I state the facts the way they are. Forbes published that our president is the sixth richest African president, it is not Amaechi.

“Oil theft is a different thing and the stealing going on in NNPC is a different thing. Corruption in NNPC is undermining the revenue the states are getting. Our corruption index has gone down by nine points; so all the gains we made under Obasanjo have disappeared. We are now known as one of the worst corrupt countries in the world.”

He, however, said Rivers State was not broke despite the decrease in funds allocated to states from the federation account, adding that he could not go borrowing to pay salaries of civil servants in the state.

“The problem we have is that the federal government, out of outright stealing from NNPC is not able to pay to the states the required funds the states are entitled to; to enable them not only pay salaries but to run state affairs. We are going back to the Shagari days when they owe everybody. The only reason we have not gotten there is because the governors are very ingenious: they are doing everything to ensure they can pay salaries, but some states cannot pay. Wait, election is coming and the opposition will begin to publish their names.”

Nigeria Without Amnesty Programme – By Banji Ojewale

I have often wondered, perhaps like numerous other citizens, how Nigeria would have fared if the violence of the militants in the Niger Delta had not been tamed by the Amnesty initiative of the Federal Government. In the face of the current onslaught of the shadowy Boko Haram sect, how would the country have survived a two-front unconventional war? Fighting the Islamic insurgents alone has exacted a frightening toll capable of destroying an emerging economy.

The ensuing apocalypse if the two were to confront a nation is better left to the imagination of evil minds.

History is replete with the tragedies that befell countries that fought a great war on two fronts. Nazi Germany in 1941 waged such a war and came out battered. While it battled Western Europe, its forces faced the eastern plank of the massive Soviet troops. The two military blocs were too strong for the Germans.

I believe that Nigeria would not have been able to stand the combined assault of Niger Delta militants and Boko Haram; the same way Germany with all its legendary military machine was helpless fighting on two fronts.

Yet little chance was given Nigeria’s Federal Government Amnesty Programme when it was proclaimed on June 25, 2009. It wasn’t only cynics who saw no success for the scheme as they peeped beyond the horizon. Some insiders in government and usually ardent supporters of the central government in Abuja who wouldn’t voice out their reservations held out negative prospects for the plan in private discussions.

Their position was based on a traditional paradigm: in Nigeria long-standing problems such as the challenges of the militants in the Niger Delta don’t go away on their own. We learn to live with them! Any attempt, therefore, to tame them through a piece of legislation wouldn’t work. If they would go away at all it would be through a violent and bloody revolutionary process!

Such critics would then refer you to the old demon in our midst: Corruption. This plague has been our shadow all these decades, going with us everywhere, moving with us into every age, year in year out, and determined to move with us into the future. No act of parliament or decrees of a succession of military rulers have succeeded in boxing the evil into a corner to slay it.

We are not in want, either of anti-graft bureaucracies. Years of the operations of Economic and Financial Crimes Commissions (EFCC), Independent Corrupt Practices and Related Offences Commission (ICPC), Code of Conduct Bureau (CCB) etc appear not to have made any serious dent on corruption. Critics say in view of all these we are going to have a long love affair with what we say we hate, unless a social and political cataclysm occurs to sever us!

These compatriots are simply extrapolating the issues on corruption to make this conclusion: Like corruption like Niger Delta crisis. You would hardly fault them for resorting to settling for such simplistic syllogism if you are like them, confined to looking in only one direction of the matter.

But the trick is to think out of the box. Which is what the authors of Amnesty Programme as a recipe for peace in the Niger Delta did. If the skeptics thought only a revolution could resolve the region’s trouble, then, to be sure we’ve got it, albeit a bloodless and silent one. That’s what the programme has been doing in the past four years of its existence under the Jonathan Administration.

Now, I can produce tomes of incontrovertible evidence to support the claim of success for this Amnesty revolution. But today the most demonstrable development to point at is the clamour nation-wide for an encore of the Amnesty scheme for repenting elements of the Boko Haram sect which has brought social and economic activities to the point of paralysis in the north east of Nigeria. It is a measure of the outstanding showing of the scheme in restoring order to the Niger Delta that the leading lights of the North are fervently pleading with the government of President Goodluck Jonathan to start the process of instituting pardon for the Islamic fundamentalists.

Wike’s Supporters Turn Violent at PDP Reconciliation Meeting

Minister accused of assaulting stakeholders

The ongoing integration and reconciliation of aggrieved members of the Peoples Democratic Party (PDP) in Rivers State almost turned bloody yesterday as suspected thugs descended on stakeholders from the state who were protesting the non-recognition of zoning and rotation of the office of the governor in the state.

Thugs who were allegedly “imported” by the Minister of State for Education, Nyeson Wike, attacked other stakeholders who came to present their grievances with the party in the state.

In the ensuing melee, journalists and television cameramen were abused and their cameras vandalised, as policemen at the venue of the reconciliation and integration meeting looked away.

But the police became active when the protesting opposition members of PDP mobilised with broken bottles.

The situation at the Legacy House Presidential Campaign Office of the party became rowdy when Wike engaged in fisticuffs with one of the stakeholder, Chief Lolo Ibeneye, who was a former Commissioner for Agriculture in the Peter Odili administration in the state.

Confirming the attack on him by Wike, Ibineneye expressed shock at the incident, stating that if this type of thing could happen in Abuja, then “you imagine what would have happened in Port Harcourt.”

Another victim, Chief Adams Sara Egbe from Aku Local Government Area, who was also allegedly manhandled, decried the marginalisation of other ethnic groups in the state, threatening that unless the riverine communities are allowed to present the next governor of the state, the PDP will fail in the governorship election in 2015.

He urged President Goodluck Jonathan to “listen to us or PDP will fail in Rivers State.

The party recognises zoning from the wards up to the local governments and the states level. Our grouse is that they are violating the party constitution.

“They went through illegal means and brought a two-man executive, and ever since they came, they violated the party constitution.  The party recognises zoning and rotation of elective offices as contained in the PDP constitution under Article 7 Sections 3(c).

Other riverine communities complained that Odili from the upland ruled the state for eight years and the state Governor Chibuike Amaechi, would be completing eight years in office as governor, hence, they argued that this was the turn of the riverine communities to produce the next governor.

“In my presence, Prof Owhete was beaten and thrown out by suspected thugs, Lolo Ibeneye was beaten and thrown out by Wike. I saw it with my two eyes,” said Dr. Innocent Ekpu, who claimed to be a senior politician and a member of PDP.

One of the stakeholders who was not spared was Tagbo Tamuno Dick, a lawyer, as he was allegedly beaten.

Later, the protesting stakeholders marched to the Wadata Plaza of PDP in Wuse Zone 5, where they were addressed by the National Publicity Secretary of PDP, Olisa Metuh.

Metuh assured the protesting PDP stakeholders that the party leadership would not allow the imposition of candidates on members in any state of the federation.

The PDP spokesman maintained that the party members would be given the opportunity to elect and nominate aspirants of their choice who would eventually become the party`s candidates for elections in 2015.

According to Metuh, “We are promising you that that is what will happen in Rivers  State and every single state of the federation. Our party is against consensus candidate and any idea of intimidating the people. There should be no intimidation and coercion.”

The PDP national publicity secretary, while urging the protesters to remain calm, maintained that the party would continue to uphold true democratic tenets and principles in its nomination processes.

However, he advised the youths to ensure they motivated and mobilised their people come out to vote for their candidates in the 2015 general election.

One of the protesting stakeholders, Oni Quakers, from Kalabari land who spoke on behalf of the youths, said they were protesting the imposition of Ikwere indigenes on the people as the state next governor. He stressed that Ikweres had governed the state for 16 years, adding that it was time for the Ijaws to governed the state.

When contacted, Wike in a brief telephone interview denied sponsoring thugs to disrupt the committee’s proceedings, even as he also denied beating anyone.

He said: “Nobody attacked anybody. The meeting was peaceful. Everyone who had something to present was allowed to make his presentation. How could I have prevented them from presenting their memoranda. They said I beat somebody? How can I do that?”

Also, a member of the integration committee and the National Vice-Chairman of PDP for the South-south, Dr. Cario Ojougboh, expressed ignorance of the riotous situation at the Legacy House, stating that everything went on well.

However, he was nearly manhandled by the thugs, until he introduced himself as the national vice-chairman of the party for the zone.

Meanwhile, due to the controversies generated by the endorsement and adoption of candidates by state governors in the PDP-controlled states as their successors, the National Working Committee (NWC) of the party at its meeting yesterday such moves.

The party leadership said the endorsements and adoptions were contrary to the warnings from the national leadership that the governors as unbiased umpires should not involved in such.A statement by the NWC strongly frowned on this development, warning that it would not hesitate to sanction such erring officers or chapters.

According to the statement signed by the National Secretary, Prof Wale Oladipo, the PDP said: “The sanctity of our nomination processes must be protected at all times. We therefore wish to assure all party members that there shall be a  level-playing ground for all aspirants intending to participate in the nomination processes.

“Consequently, the NWC will not hesitate to protect any of our members  who in any way stands to be shortchanged, cheated or victimised by such  endorsements.

“The NWC charges all our members and supporters therefore to disregard  all such endorsements as the PDP will conduct primaries to duly elect our flag bearers in line with the provisions of the Electoral Act and  the constitution of our great party,” the national secretary said.

New Adamawa Governor, Ngilari, hails lawmakers for impeaching ex-boss, Nyako

The newly-instated governor of Adamawa state, Bala Ngilari, has praised state lawmakers for impeaching his former boss, ex-Governor Murtala Nyako, eventually paving the way for him to be governor.

Mr. Ngilari said Thursday that the legislators were merely doing their work.

Mr. Ngilari’s comments came a day after a court ordered that he be sworn in as governor to replace Umar Fintiri, who was the acting governor.

Mr. Fintiri took charge after Mr. Nyako’s ouster in July.

The new governor, Mr. Ngilari, was the deputy under Mr. Nyako. He was also booted out of office until the court order Wednesday.

Messrs Nyako and Ngilari remained close although they belonged to different political parties.

In his reaction to the court ruling Wednesday, Mr. Nyako congratulated his former deputy and said he believed the court would eventually reinstate him as governor of the northeast state.

But as he officially took charge Thursday, with a visit to the state office of the Peoples Democratic Party, PDP, Mr. Ngilari expressed gratitude to members of the State House of Assembly for performing their “legislative duties” by removing his former boss from office.

The governor said he found no fault in the removal of Mr. Nyako from office because the lawmakers were simply doing their duties.

“Let me take this opportunity to thank most especially the Adamawa House of Assembly who performed their legislative duties that led to the removal of my former boss and by the divine arrangement of God, I am the new governor of Adamawa state,” he said.

“I pray that those I offended should forgive me and I also forgive those who offended me. Therefore we must now work together as a family, l can’t claim to be an island and I need your advice to forge the state ahead,” he said.
In his reaction, the state PDP chairman, Joel Madaki, said he was not favourably disposed to Mr. Ngilari before now, but said when God says yes, no one can say no.

He said the governor’s emergence was an act of God.

He said the state PDP must abide by every bit of the constitution of Nigeria as it has now confirmed Mr. Ngilari as the governor of Adamawa state.

“This is your house, PDP is one party but uses different baton to execute their duties. The leadership of the PDP is fully on ground for you. Talk to us,” he said.

Responding on behalf the state assembly members, Salisu Kabilo, representing Verre state Constituency, noted that the lawmakers will be loyal to the new governor and also called on the people of the state to support the new administration.

PDP cancels endorsement of candidates by state chapters

The ruling Peoples Democratic Party, PDP, has declared all consensus governorship candidates raised by party’s state chapters, null and void.

The party’s National Working Committee, NWC, again warned state governors elected on the platform of the party to desist from nominating a sole candidate to succeed them in the 2015 election.

The National Secretary of the party, Wale Oladipo, in a release on Thursday said the NWC at its meeting held the same day noted that some elected officers of the party at the state level continued to engage in processes aimed at endorsing candidates for the 2015 general elections.

They had been warned by the party’s national leadership that they, as unbiased umpires, should not be involved in such.

The party’s spokesperson, Olisa Metuh, last week also issued a statement saying that while the party would not stop individuals, groups or communities from endorsing persons of their choice, “the national leadership wishes to restate in the strongest possible terms that elected party officials at the state, local government and ward levels must not be involved in such, as they must remain as unbiased umpires in the nomination process.”

Mr. Metuh also said “For the avoidance of doubt, only the National Executive Committee, NEC, as an organ of the party can officially endorse a candidate under the PDP constitution. All party officials at all levels are expected to be guided by this.”

Governor Martin Elechi had recently endorsed the current Minister of Health, Onyebuchi Chukwu as his successor, while Sullivan Chime of Enugu had also stated that the PDP in the state had endorsed a current member of the House of Representative, Ifeanyi Ugwuanyi as his successor.

The Governor of Niger State Muazu Aliyu had stated that the public would soon know who the PDP endorsed as its gubernatorial candidate for the 2015 general elections within one week.

Mr. Aliyu reportedly made the promise when PDP members from zone `B’ area of the state paid him a Sallah homage in his Minna residence.

The party’s national secretary however said the party “strongly frowns at this development and issues this as a final warning to all elected party officials and chapters at all levels, and shall not hesitate to sanction such erring officers or chapters”.

He said the sanctity of PDP’s nomination processes must be protected at all times.

“We therefore wish to assure all party members that there shall be a level playing ground for all aspirants intending to participate in the nomination processes.

“Consequently, the NWC will not hesitate to protect any of our members who in any way stand to be short changed, cheated or victimized by such endorsements,” he said.

The party’s National Executive Committee, NEC, had last month adopted President Goodluck Jonathan as its sole candidate for the February 2015 election.

The wave of endorsement by state governors is on the heels of the decision by all organs of the party except the National convention to adopt President Goodluck Jonathan as the sole candidate of the party to run a second term in the 2015 election.

Bayelsa New Governor’s Office to Gulp N33bn

Following the collapse and the subsequent demolition of the Bayelsa State governor’s office, the state government has disclosed that the new office project under construction would gulp about N33.8 billion.

The Commissioner for Works and Infrastructure, Lawrence Ewhrudjakpo, disclosed this to journalists during his inspection of the ongoing projects executed by the Governor Seriake Dickson administration.

Ewhrudjakpo said the office complex, when completed, was expected to be the best not only in the country but in the West Africa sub-region.

He stressed that the project would be equipped with the latest state-of-the-art facility.

“The contract sum for the new governor’s office is N33.8 billion As you saw the work done at the site, so far, you will know that the sum is worth the while,” he said.

Ewhrudjakpo expressed optimism that the governor would celebrate this year’s Christmas in the new office.

He said about 50-60 per cent of the contract sum had been sunk into the project so far and that had brought it to near completion.

The commissioner enumerated some of the challenges in erecting the building to include sand-filling of the site to two feet above the ground before the commencement of construction work.

“If you ask me how much we have sunk into it, I won’t be able to tell you. But I can say that about 50-60 per cent of the contract sum has so far gone into it and that’s why the work is at the stage it is.

“When we got there, you saw that they were doing the finishings, fixing electrical and plumbing fittings. Inside the executive chambers, you saw that the air conditioners are already there.

“I can tell you that as soon as we give them (A and K Construction Limited) some additional money, which we have promised to do in the next one or two weeks, the job would have gone very far.

“We are targeting December. We are thinking that his excellency will celebrate the Christmas in his new office all things being equal,” the commissioner said.

Envoy: US Not Undermining Nigeria’s Terrorism War, But…

The United States Ambassador to Nigeria, Mr. James Entwistle, has debunked the notion that his government is undermining Nigeria’s efforts to end the insurgency in the North-east, adding that the war had more political undertones than a religious underpinning.
The US Ambassador made the statement while addressing journalists at a press conference convened at the American University of Nigerian (AUN) in Yola, adding that human rights abuses by Nigerian soldiers in the past had played a role in determining the sale of arms to Nigeria.
THISDAY had exclusively reported last month that Nigeria’s efforts to procure military equipment, especially Cobra helicopters (erroneously reported as Chinook helicopters) from Israel, had been blocked by the US on the grounds of human rights abuses by the Nigerian military.
The US ambassador further observed that both major religions – Christianity and Islam – had suffered colossal losses since the Boko Haram insurgency started.
He said Boko Haram insurgents had grown from just a small group with arms to segmented groups that have full military training and equipment.
He said the US government was heavily involved in supporting the Nigerian government’s response to the Boko Haram menace.
“I disagree completely with these headlines; they are quite inadequate. Our two countries have strong military relationship.
“Over the years, we share a lot of equipment; some of the newest vessels of your navy come from United States, so the idea that US doesn’t support Nigeria is not true,” the envoy said.
He said the support to Nigeria was in many forms, including training of soldiers and information sharing.
On his perception of Boko Haram, the ambassador said he was not sure of the group’s objectives.
“There are still some open questions on who they are, what they want.
“A year ago, I would have said they were religiously motivated. But as they killed more and more Muslims, it’s hard for me to believe that they were motivated by religion.
“Who are these guys and what do they want? I don’t think we really understand them, ” Entwistle said.
He observed that Boko Haram had gone beyond being a small insurgent group, with a couple of guns, to a very effective collection of conventional force.
“An open question we have to look at carefully is where is the military expertise (for Boko Haram) coming from? How in the last one year have they become more effective?” He asked.
He said the American government would only sell or give out arms when she is sure of the purpose it is meant for, adding that Nigeria is America’s biggest interest in Africa.
Lending some insight into Nigeria’s attempt to procure arms to counter the insurgency, Entwistle explained that cases of human rights abuses by Nigerian troops in the North-east in the past years have stood out as a sore thumb whenever the US considers the Nigerian military’s request for arms.
“Before we share equipment with any country, whether it is a government-to-government grant or a commercial sale that requires government approval, we look at a couple of things,” the ambassador explained.
“Does it make sense in terms of that country’s needs? The second thing we look at is the human rights situation in that country. And as we look at equipment transfers, we look at the situation in those countries in the past few years.
“As you all know, there have been instances, I’m not saying across the board, of human rights abuses by the Nigerian military in the North-east.
“So the kind of question that we have to ask is let’s say we give certain kinds of equipment to the Nigerian military that is then used in a way that affects the human situation. If I approve that, I’m responsible for that. We take that responsibility very seriously,” he said.
Entwistle, however, expressed confidence that Nigeria can overcome the current challenges facing the nation if a genuine democratic process is allowed to thrive.
“A genuine change through democratic process is the most precious and powerful tool to bring the desired change in a nation like Nigeria,” he said.
The ambassador also said the only way to fight corruption is to establish effective institutions to fight it and when the average man in the street begins to stand up against it.
He also said through media campaigns, civil society groups and other non-governmental organisations (NGOs), the US government was going out to lunch campaigns to sensitise the people on the dangers of corruption, adding that his country also suffered corruption in the past and since the US started the fight against corruption, it was still fighting it.
He also commended the Nigeria government for rising up to fight the deadly Ebola virus, calling on other countries to emulate the actions taken by Nigeria.
The envoy, who was in Adamawa to monitor the suspended October 11 governorship by-election, held talks with the Adamawa Interfaith Committee, an NGO.
He also visited AUN where he delivered a lecture to the staff and students of the institution.
